So the Mirror Leshy is, of course, meant to be the opposite of the God of Chaos (go figure). His beliefs are that a world cannot exist without certain rules, doctrines, or else it would fall into disarray. Bending even one of these rules now, what's to say it wouldn't continue to happen? If even minor transgressions are brushed over, who is to believe that it won't escalate?
That being said, the nature of society and what's outside of it can only have the leash so tight before everything begins to collapse. It would be a delight for rules to be in place to prevent suffering on all levels, but predators cannot exist without harming prey, for example. So, while he pushes the concept of Order, it truly is a careful act of balance. A leash too loose risks being slipped out of, but keep it too tight and the wearer chokes.
